Deputy Security Manager is a senior management official designated as the head of security with direct access to Accountable Manager within the organization. The Deputy Security Manager is primarily responsible for the duties as follows:
a) General Responsibility:
- Advising senior management on all security-related aspects and managing all security systems in use by BBN Airlines Thailand;
- Having an authority to make decisions that affect operational security and general security matters;
- Providing necessary aviation security-related information to security-related authorities;
- Being a key security personnel when external security compliance monitoring activities are conducted by appropriate authorities; and
- Improving and implementing new security systems;
b) Aviation Security Standards:
- Defining BBN Airlines Thailand overall security policy for acceptance by accruable executive;\
- Being responsible for ensuring implementation and maintenance of the Aircraft Operator Security Program (AOSP);
- Having overall accountability for ensuring operations, including service providers and other entities that implement BBN Airlines Thailand security measures, are conductedin accordance with conditions and restrictions of the AOSP and in compliance with applicable regulations and standards of the BBN Airlines Thailand; and
- Ensuring that systems, policies, procedures and practices are in place to prevent any acts of unlawful interferences;
c) Aviation Security Compliance Monitoring Activities:
- Ensuring the enforcement and continuity of effectiveness of security measures through regular evaluations and inspections, and by encouraging internal security quality control function;
- Facilitating and conducting security audits, inspections, surveys, tests, and exercises of all BBN Airlines Thailand security-related functions;
- Compiling reports on each audit, test, survey or investigation for the Civil Aviation Authority of Thailand (CAAT) and other stakeholders as may be required; and ensure that any corrective actions are taken promptly;
- Appointing Aviation Security Internal Auditors to perform security compliance monitoring activities; and
- Ensuring and/ or performing security compliance monitoring activities, if applicable tothe requirements;
d) Liaison and Contact:
- Establishing and maintaining effective liaison with all applicable aviation security authorities and other relevant external entities in order to contribute to the industry’s development of security systems and to comply with statutory requirements, taking into consideration the responsibilities of other security-related and law enforcement authorities; and
- Maintaining effective liaison with other departments of the airport operators, especially senior management, to facilitate the implementation of effective security measures throughout BBN Airlines Thailand;
e) Threat Assessment and Security-Related Incident Reports:
- Ensuring an effective response by BBN Airlines Thailand to any threat or security incident;
- Initiating special security measures during periods of increased risk and/ or for critical flights and routes;
- Transmitting to the appropriate authorities all pertinent information related to any acts of unlawful interference directed against the BBN Airlines Thailand or against an aircraft located at or taking off from the airport, including any threat thereto;
- Establishing and promoting an effective threat or incident response capability; and
- Conducting investigation when security-related incidents occurred and keeping records of all the security-related incidents; and
f) Aviation Security Training and Promotion:
- Performing as aviation security instructor in security training courses, if applicable to the requirements;
- Ensuring that all BBN Airlines Thailand personnel are trained in security-related courses in their relevant field; and
- Encouraging and promoting security awareness and vigilance to all persons operating in aviation environment
Requirements
- Bachelor's degree in related field;
- Knowledge of national and international laws, rules and regulations for civil aviation security;
- Strong interpersonal, analytical, problem-solving and communication skills;
- High integrity and impartiality;
- Data management capability;
- Good written and verbal communication skills in English;
- Ability to work independently, collaboratively and maintain confidentiality under pressure; and
- Proficiency in computer literacy.
